So first let me explain what I mean by ProRP.
The rules of ProRP are simple. Make an OC, RP as said OC, and don't fuck up. And while I'm at it try and keep your writing professional, for example, use swear words only when your character says something, don't do the grammars bad, etc.
To elaborate more, the RP needs you to abide by the pros and cons of your character. You can't say your character is often frightened and dependent, then have them stand up to another bigger character without it being a sort of crucible.
The main focus of this RP is more storytelling, the right way, and to have people act like the RP is important.
Thus the introduction of penalties.
I don't like the idea either, it's clunky, it's annoying, and needs maintenance, but I tried to make it as easy as possible.
If you see a character do something OOC, if someone ignores something, you can mark them. Of course they can complain but unless you made a mistake the penalty sticks.
2 Examples.
OC's Jade and Peridot meet. Peridot as superiority complex, and Jade is shy. The Peridot attempts to stay in character by coming in and boasting, followed by a bold claim they will be the best friend ever, all in a deep resonating voice. If the Jade doesn't do jack shit and simply shakes the Peridot's hand, they are OOC and the Peridot, or anyone else, who feels like it takes away from the RP, can put in the bottom of their post...
((Jade was OOC because...))
And it will have effects later.
Or, lets say that a character punches another in the face. If that other character brushes it off, without it being in their bio that they should (don't even know how that would work) or straight up don't mention it in their next post. They can say...
((This OC ignored my post))
There are a few situations in which this can happen, so if you feel like someone isn't being helpful or is taking away from the RP, simply penalize them.
AS ANNOYING AS THIS SYSTEM IS I PUT IT IN BECAUSE I WAS TIRED OF PEOPLE IGNORING POSTS, BEING OOC BECAUSE IT WAS EASIER OR LESS HUMILIATING, OR BRUSHING THINGS ASIDE AND NOT LETTING PEOPLE CONTRIBUTE. THIS ONLY APPLIES TO PRORPS.
Now, for how the penalties effect people, there will be two types of posts. Ones where people just interact with each other, or ones that drive the plot. Once everyone is ready, the RP owner says it's ok, or the poster feels it wouldn't be disruptive to the RP experience, they can advance the whole plot. Character progression is never halted and is encouraged. For people who get an outstanding amount of penalties, as in an amount akin to their posts, or higher, the plot advancer is required to punish their oc.
Here is an example with the same Jade and Peridot. The Jade has several penalties.
>Suddenly the ship lurched forwards. Someone was at the controls. The Peridot fell off its feet, and Jade rolled back through an open door, off a catwalk, and down into the cargo bay.
Of course I want the posts longer than this, but it's a good example of how to negatively effect people.
The reason I want new OCs as well is it's more of a clean slate that you can build for the ruleset. I've noticed everyone at times ignores their bios, and often write them in ways that are oxymoronic. The new OCs allow you to make sure you have an OC that is easy to use.

Other rules
- Don't incapacitate someone's OC, even in advancer posts.
- Don't put people in bad situations that are difficult to RP in on purpose. This does not include doing something to make an OC act predictable.
- Don't abuse the penalties. If someone is screwing everything up then don't over use it, simply enough to make it known.
- It is ok to trap or immobilize as a penalty, as long as there is still something to do and it is temporary.
- Use common sense
- Don't create people with conflicting strengths and weaknesses. It's easier to make the strengths the cause of the weaknesses. (example, they are big so they are clumsy, they are brave so they are arrogant and headstrong)
- This should be easy to remember, no overpowered OCs.
- In this RP not all OCs are the same, just like every other one, so if one OC is stronger than another, or is smarter, abide by that. Don't try and win a fistfight with something above your league.
- KEEP CANON PLEASE
- If it isn't your turn don't do big things or you will be penalized. (example, all OCs don't know about something yet, your character stumbles on it.)
- Be a team player
- Don't get mad at other RPers for working against you, that's how it works. They can antagonize your character if they want.
