You laugh with someone, not at them.
I don't call Whipple "red lobster" to hurt him, it's a joke; it's funny, and he doesn't mind it. Whipple pokes fun at me too, it's a joke; it's funny, and I don't mind it.
You don't bring up Pq's abusive father with humor because he wouldn't find it funny, he wouldn't find it funny because it's a personal topic. You can joke about my dad because I don't care, but if you were to say "No wonder your dad left, you're so annoying." then tf, it gets personal. It's no longer just about my dad, it's about me too and it's pretty obvious that you're trying to 1v1.
Jabbing at someone's insecurities is bullying if they've already told you that they don't like it. You can't say "I didn't know." after doing it repeatedly so what other reason would you have besides "I want to hurt their feelings."
I wouldn't count making fun of public figures as bullying unless you were to trap that celebrity in a place where they can't get away from it.
Calling someone "poopy butt" over and over isn't hurtful, it's just irritating to those who can't get by it. The person doing the name calling is trolling which is different than bullying, but it still isn't encouraged.

Having experienced bullying I didn't really mind being called fat. It's what I was and I was fat because I was lazy, ate like shit and never exercised. Obviously I didn't like it pointed out and it really bothered me when someone was actively trying to make my life hell by being mean to me just because I was fat.
Friends would call me "that fat guy" in a group and I thought it was funny because usually in a group of friends, there is that one fat guy. It was a funny observation and I laughed. When I 'tried' to look skinnier by always wearing black shirts and somebody pointed it out, I also laughed because that's exactly what I was doing.
To me there is a difference between observations/funny stereotypes about fat people and say grabbing a fat person's rolls and squeezing them, grabbing their man boobs etc.
It's not something I can really explain to be honest. Malicious intent / light hearted joking is a fine line it truly is.
