When we first heard that phrase said, we all pictured Homeworld as this greedy galactic nation that just wants to spread it's fingers across other star systems for the purpose of benefiting the empire. At least, that is what I thought of them, until 'Too Short To Ride' aired.
If you haven't seen it, go watch it. Too Short To Ride reveals interesting information about Homeworld that we didn't previously know unless speculated or theorized. Peridot stated this:
"I'm an Era II peridot. I'm new. Resources are dwindling on Homeworld. They don't make gems the way they used to. That is why they give Era II peridots technological enhancements. Because we... don't have powers." ~Peridot, 'Too Short To Ride'
Now in the same scene we discover powers that Peridot actually had powers, with no explanation as to what caused this or if Peridot really did have powers but were limited due to the cheapness of how gems are made now. Either way, I will be going into a deep explanation as to why I think Peridot is Homeworld's last chance, and that requires me to go back and talk about Homeworld before, during, and after the Crystal Gem Revolution. There will be theories based upon theories based upon assumptions here, I'll separate this into sections - mini theories that form the whole theory as to why Peridot is Homeworld's only hope for survival.
Section One: Homeworld before the War
Homeworld is, well, the Homeworld. It is the centralized planet that controls all of the outworld colonies that the gems inhabit. Before we can discuss why Homeworld needs to be saved, we need to look at why they wanted to go to Earth in the first place.
I believe that Homeworld was dying far before they came to Earth, and they knew this; either by speculation or foresight from Sapphires. Earth was ripe with resources, and an excellent location to create gems. So they decide that it is for the benefit of Homeworld that they colonize and utilize Earth. If a few billion organic primitives had to die in the process, so be it. While I do not agree with Homeworld's morals, you cannot deny that they were looking after their own nation when attacking Earth. While Earth was beginning to be colonized, that is when Rose Quartz rebelled, which leads into the second section.
Section Two: Homeworld Civil War and The Crystal Gems
Rose Quartz rebelled against the Diamonds, and vowed to defend Earth to her last breath along with an unknown number of fellow followers. But it was clear that the war was devastating to both The Crystal Gems and Homeworld. And while The Crystal Gems were victorious during the Homeworld Civil War, it was a Pyrrhic Victory at best, leaving only a few Crystal Gems remaining and Homeworld in a worse state than before.
"There's no such thing as a good war, kiddo. Gems were destroyed... People too." ~Greg, 'The Return'
I can't find the quote and I am too lazy to look it up, but Garnet reminded Pearl that millions of gems were shattered during the War when Pearl said the war was glorious.
So it is clear that Homeworld sees Rose Quartz as a terrorist, a traitor, and a disgusting individual for betraying her own race in favor of a primitive organic alien race. The Crystal Gems are still protecting Earth and picking up after the remains (Corrupt Gems, Gem Fusion Experiments) to this day. It is at this time where I think Homeworld was the most desperate and started making their gems at a cheaper expense with less quality. Which is why I think Peridot is small as well; she was made cheaply and with less resources, kinda like Amethyst being made incorrectly. Though that is a theory for another time.
Evidence to show that Homeworld is desperate is their willingness to send five rubies to reclaim one jasper. Homeworld must be desperate if they are willing to recover a single jasper, and since Jasper is an Era I gem that fought in the War, losing her would be detrimental.
Section Three: Revenge and Change of Plans
It is clear that the Diamonds gave up on Earth and saw that it was not worth anymore deaths to claim it. However, the only thing of significance that came up from the War was Gem Fusion Experiments, and The Cluster. The Diamonds found that The Cluster may do them more good than trying to take over the planet again. The Cluster Geoweapon could prevent anymore rebellions from occurring, allowing Homeworld to colonize at will, giving them as many planets they need to keep their empire going and expanding. It would also be poetic justice; that all those gems and their shards that died on that world would be of further service toward the Diamonds. The Diamond's hatred for The Crystal Gems, of Earth, and the usefulness of The Cluster means they no longer care about the resources Earth produces. Once The Cluster hatches, they can have as many worlds as they desire.
But now the Cluster is bubbled (and temporarily put on hold, I don't think The Cluster is over yet) and cannot form, so Homeworld is kinda screwed.
Theory: Peridot Is Their only Hope
Homeworld is in a pickle. They have no Cluster, they have no Earth colony, and they lost a devastating war. Their resources are slimming, and gems are being produced cheaper. So where does Peridot fit in all this?
What I am looking at is this phrase right here:
"The organic ecosystem creates resources unique to this world. We can't sacrifice all that potential just for one geoweapon! I'd like to tell you of some plans I came up with to utilize the planet without disrupting the local-" ~Peridot, 'Message Received' moments before being interrupted by Yellow Diamond.
If what Peridot said was true, that means she knows how to "utilize" the planet without destroying it. That is part of the reason why Peridot left Homeworld to join the Crystal Gems and become their new leader (;]). Yellow Diamond was only interested in The Cluster and destroying the Earth, whereas Peridot was still interested in using the planet to benefit Homeworld (without costing the planet's ecosystem). Peridot clearly had a plan that could help use the resources of Earth in a way that benefits both Homeworld and humans alike.
That means that they can utilize populated planets without destroying them, avoid anymore civil wars, and continue the empire that the Diamonds control.
