Can Rose Quartz really be Pink Diamond? I'll start off with the size difference, Rose Quartz is tiny compared to the diamonds we've seen so far. Why is that? If she were huge, it would make the rebellion a whole lot easier.
Diamonds are supposed to be superior, the ones that have the power, no one questions them. If this were true, why doesn't Rose have an entire army behind her when she barges into the sky arena in "The Answer"? In the same episode, Garnet refers to her as Rose Quartz, she never subconsciously calls her Pink Diamond.
I guess this leads to another question, why is everything Pink Diamond gone? She must have done something bad. I don't know what. Peridot could have said something about Pink Diamond in "It Could've Been Great", anything at all, she could have made a snarky comment, but she doesn't.
Are the diamonds actually diamonds? I think so, it makes sense.
In conclusion, there might be more to Pink Diamond.

Well, maybe Pink Diamond started the Rebellion, but she was shattered or something. Rose Quartz was the Captain of the Guard for her and maybe she took over for PD.
But I don't know. I don't have concrete theories, I just have opinions.

"Pink Diamond" is a hypothesized name. We don't know that they were named Pink Diamond, they could have just been Rose Quartz. That invalidates your point on the name, since we don't even know their name is Pink Diamond, plus Garnet knew Rose as Rose for the majority of her life as Rose and not any previous names. There is an actual gemstone for it, and on pre-war structures there is a pink square as well as a white, yellow and blue.
Plus, Peridot was probably formed post-war. After the war Rose was a traitor to each and every gem that made it off earth, and like any everlasting empire (Peridot called it an empire so we know it is one), they won't adorn the walls with traitors and heretics. Peridot probably never heard much about Rose/Pink Diamond, so didn't point it out, and on your note about the army, gems are probably loyal to the pro-gem cause, so Rose couldn't recruit her armies, they would just flock to the other diamonds.
On the size note I don't think that brings her out of the running for Diamond; she was probably the weakest of the three, and she still outsizes and outmatches every single non/fusion we have seen so far.
To reiterate, we don't even know that the 4th gem represented on the Crest of gems is named pink diamond, still theory.

We can't forget that quartz's are common gems. Rose Quartz could easily be a member of Pink Diamond's court, and I believe that we can safely assume that the fourth crest does represent Pink Diamond since the other three's colors match with their names.
Actually, Jasper is about the same size as Rose Quartz and Amethyst was supposed to be that size.

We don't know Amethyst's size, but Rose was bigger than Jasper, ever so much in height and size.
Not too much but Rose is a big ass gem. And we can't assume that there is a "pink diamond" based on our data and say that Rose wasn't that. We have no confirmation that there is a Pink Diamond, she could have just been a Rose Quartz in the Imperial Oligarchy that (not peridot) Ronaldo confirmed back in KBCW.
Here is what we know about the 4th Oligarch (I like that name)
They were pink They were stronger than most gems They were removed from the Oligarchy after the war
THAT'S ALL WE KNOW. Rose fits that standard as much as a "Pink Diamond" does, and before you go and say "But the other three have Diamond in their name" yes this is true but this is not a defining factor in the character build we can create. Rose fits the standard even better, since we know why she would have been removed.
Another point is how Garnet said "It was the rebellious Rose Quartz and her Pearl" as if there were only one "Rose Quartz". She was of so very powerful, would have been propaganda-destroyed after the war, is Pink, and frankly seems like the obvious choice.
PINK DIAMOND is a made up character that we constructed from relation, whereas Rose Quartz is a confirmed character that is used in the story, and since it is a story it is safe to say they will follow stereotypical story guidelines and reveal information about a given character.
It makes no sense from a writers point of view to introduce another character in a situation like this.

Peridot states that Amethyst is supposed to be twice her height.
Rose is only eight feet tall, that compared to the massive gems that are the diamonds, it wouldn't make sense for her to be one. We can't say that Rose Quartz is Pink Diamond. Ronaldo is not a reliable source.
When did we learn this information?
*"It was the rebellious rose quartz and her terrifying renegade pearl." I don't see how this defines her as the only rose quartz, what was she supposed to say? "It was the rebellious rose quartz's."?
Explain.

As of now, it has been revealed that there in fact, WAS a Pink Diamond.
However, she is not Rose Quartz. Rose Quartz actually killed her. But they aren't the same Gem.
